I believe the 2nd video is really a guy dressed up in special effects make-up for the movie "Jackass #2" They have "her" out on the streets talking to people with her tits popping out by "accident" to catch peoples reactions.

It's a man named Spike Jonze dressed as a woman for Jackass 2 the Movie. For anyone who cares there's also footage of him/her doing a kickflip on his skate board with his shirt open and also a scene where Johnny Knoxville, dressed as an old man, drives them around screaming about "Don't look at my wife," While Spike hangs out the sunroof of the limo, shirt open of course.
