That's strange. I always download from FS with full speed without premium account, and it's fine for me. They give the highest download speed for free users from all the other file hosts. After creating free account the speed is up to 400 KB/s, also it works pretty fine with Jdownloader.
It's alot better than HF but, that's only my opinion.
